Background
Over the past several years, the All Hazards Consortium has been facilitating an integrated planning initiative with states and critical infrastructure owners and operators on the East Coast on a variety of topics related to business, community and economic resilience to disasters of many kinds. The results of this integrated planning effort materialized during Hurricane Sandy into an unprecedented sharing of private sector information to private sector organizations and the public sector (e.g. federal, local and state agencies) to support public safety, emergency response and business recovery efforts.
As a result, the Multi-State Fleet Response Working Group was formed in early 2013 by the private sector at the recommendation of the All Hazards Consortium with a focus on expediting power restoration and overall critical infrastructure and supply chain resiliency. This Working Group was designed to be run by the private sector and have states serve as advisors and participate in joint planning, annual exercises, training and education, and data and information sharing initiatives to support the Working Group’s economic and community resilience mission. Operational partnerships have been developed with a number of groups including the Edison Electric Institute (www.eei.org), the I95 Corridor Coalition (www.i95coalition.org), and the Transglobal Secure Collaboration Program (www.tscp.org).
