SAMPLE webpage being developed for Phase #1 enrollment process, will have online form and require acceptance of confidentiality agreement:
  • Applications will be reviewed.
  • Emails and cell numbers will be validated along with other information,
  • Once approved, applications will be sent email with link to establish their account and credential (username and password for now)
  • They now become a Data User in the SISE

Future phases of enrollment will require higher credentials and possibly another higher level agreement to address LOA3 and LOA4 levels of access based on the data provider's requirements.

The Working Group has completed the Confidentiality Agreement

Next steps will be to ratify the agreement with the Executive Steering Committee of the Fleet Response Working Group adopt the agreement.

The Trust Framework agreement is being reviewed by private and public sector legal council.

The agreement will create a  a Trust Framework that will allow private sector to share sensitive private sector information with states/local government for operational purposes. Developed by the AHC and its private sector working groups, in conjunction with TSCP and other organizations, this Trust Framework  uses a cloud-based repository to facilitate the sharing of certain private, confidential, proprietary and sensitive information to be used for operational purposes during periods of emergency response

The Trust Framework will consist of several components including legal, policy, process, and technology (a portal referred to as the SISE, Sensitive Information Sharing Environment.

Benefits:

  • Speed – The SISE will expedite decision making via sensitive/operational information sharing for operational users between private sector organizations and government .... linking specific people with specific data for specific decisions.
  • Expedites Decision Making – The SISE will only house data that is directly tied to operational decision making related to the Use Cases. Additionally, some general data may be housed in the SISE (e.g. contact directories, maps, reports, etc…) that can be used for other operational purposes.
  • Privacy and Confidentiality – the Trust Framework will provide a vetting process, data labeling and handling process, identity vetting and optionally enhanced PIV-I or non PIV-I Level 3 credentials to assure data providers of who is looking at their data and what they can do with the data.
  • Organization & Labeling of Data –
                1.   Data will be access via the SISE portal. Some data will reside in the portal while other data will reside on data provider’s websites/portals.
                2.   Data will be label Private or Confidential. Private data will be accessible by all approved data users. Confidential data will only be accessible by
                        data users who possess the appropriate credentials as defined by the data provider(s).
                            a.    General Working Group Data - Data labeled “Private” will be accessible by all approved members of the SISE.
                            b.    Confidential Data – All confidential / sensitive data will be organized by Use Case. Each Use Case will be numbered and all data and users
                                    of the data will be contained therein. As an example, only users approved for Use Case #1 will be able to see Use Case #1 data.
  • Security – All data in the SISE portal will be view only. Confidential information will be removed from the portal after an approved time periods following an event.
  • Legal – A legal Confidentiality Agreement will be signed by all public and private sector participants of the SISE.
  • Operational – All confidential / sensitive information will be used for operational purposes and tied to specific Use Cases which will link specific people with specific data for specific decisions to be made.   • Flexibility – Currently the initial Use Cases are focused on emergency management related issues (power restoration and availability of private sector essential services [fuel, food, pharmacies, hotels]). Past Updates
8/1/2015 Status of Group: Finalizing the Trust Framework Agreement agreement to support vetted identity and username password access.  The group is simplifying the agreement to accommodate non-PIV-I users for use cases 1 and 2 that do not require PIV-I or LOA4  (Level of Assurance 4) identity verification. This will allow the group to sign up many more public sector participants quickly and expand the Trust Framework agreement users to states and companies immediately.
